Ruse, Bulgaria: Monument to those who died against fascism

That is the title on top of the structure that sits in the middle of Ruse. A total of 58 Communists died in the area from 1941 to 1945. 

The names of some of them are written on the wall of this monument. The man depicted here is Ivan Dechev, called "The Cockroach" by the Nazi Germans. Dechev was captured by the police in 1942, and was brutally tortured by the police. Then, Dechev was burned alive. 

Yes, such statues usually contain quite a bit of drama.
