The given city block takes on a certain look, but it's mostly noteworthy for the bottom floors in some places. The first floor, if that's the right phrase, requires a few steps up to enter. Meanwhile, the lower floor needs customers to take a few steps down.
The guess is that some rubble was left over from a previous "tenant," and it was easier to simply build on top of it. The bottom usually is made of stone, while the structure above is made out of timber.
The photo from downtown Chester doesn't do this concept too much justice and may not - strictly speaking - be of the Rows, although it's an interesting shot. A video is in order.
