You can do exactly that in Greenwich, which is a bit east of downtown.
It seems the dock workers of that ares had a problem late in the 1890s. The ferry service across the Thames was on the unreliable side, and therefore they had trouble getting to work. Will Crooks, a local politician, had worked in those docks, and he wanted to help. So he worked to get a tunnel built to solve the problem. Construction started in 1899, and finished in 1902.
It takes 87 steps to go down to the tunnel and 100 steps to return to the surface - vice-versa in the other direction. The tunnel itself checks in at 1,215 feet, and the domes on both sides are rather distinctive.
At last count, about 4,000 people use it everyday. Time to go underground.
