It's the Johnson Geo Center, and it serves a geological interpretive center for the region. As you can guess by the photo, most of it was built underground - a geology lab should be down under, at least on some level.
This opened in 2002, and uses thermal heating. There are a variety of exhibits here, covering such subjects as continental drift, earthquakes and volcanoes. It's an entertaining place to spend a couple of hours, providing a nice education on the region.
What's more, there is a good-sized park that surrounds it. Trails offer some nice views and lead into a wider hiking system.
