The so-called White Tower was first built around 1250; it was part of the second line of defense that went around the city. They were building walls every 200 years or so at that point. White plaster covered the bricks, so the tower become known for it.
Then in 1944, the tower was badly damaged in a bombing raid. The city got around to putting a version back up in 1958, although it opted not to use any covering on the bricks. Thus, the White Tower is not white. It's interesting that the core of the tower managed to survive World War II.
It's in a wonderful setting, placed in an open area in Old Town. It's a hub for pedestrian traffic.
