Yes, the initial facility has indeed around since 1525. At one point, it held gunpowder in storage. Later on, it was the place where important documents and city funds were held. The last change in role seems unlikely but true: The tourist office moved to that building in 1948.
It's a striking structure, with a bell tower that was influences by Flemish interests. In an area with a bunch of interesting buildings, this one fits in well.
