The penguins are one of the attractions of the Aquarium of Niagara, located only a few blocks from the Falls in the downtown area. The sea lions are suitably cute and entertaining, seals greet you on the way in, and there are plenty of fish on display as well.
This is run by a non-profit organization, and it provides a good home for creatures who can't live in the wild any more. It came up with the funds a while back to expand the facility into a second building, one that's down the hill from the main one. Great Lakes 360 is dedicates to the ecology of that natural wonder. It smartly overlooks a body of water that connects Lake Erie and Lake Ontario, so it's nice to have that.
