Apparently it is some sort of symbol for the Rederij Kooij tour boat company, which takes tourists around the canal system there. There are worse ways to spend a summer afternoon.
There is a little story about the elephant on its base, reading "In memory of the ceremony of Dutch Lady at Rederij Kooij on April 8, 2010." But I couldn't find any additional information.
Cute little guy, though.
