This certainly qualifies, as it's the home of the National Library. If you produce some printed material, it receives a copy. If you plan on selling something in Finland, it gets a copy. You'd think it would be a bigger building, and actually, you'd be right. Most of the documents are stored in an underground bunker below the library.
Finns can go in and borrow a book anytime they'd like, but there are exceptions. Some publications are designated as historical treasures and do not circulate.
Let's see if we can sneak in and pay the place a visit. But remember - no talking.
