London, England: "The Navigators"

It's easy to walk on most portions of the riverfront in London, with its big sidewalks and pleasant views. Besides, you never know what might pop up along the way.

The sculpture is called "The Navigators," and you can find it in the middle of Hay's Galleria - a commercial area not far from the Tower Bridge. The area used to be a wharf - Mr. Hay owned a brewery there -  but it was redone around 1987. David Kemp had established a reputation for putting odd pieces of machinery together to form art, and this one certainly qualifies. 

When activated, the oars actually work. Here's what it looks like in action:
