They have become a symbol of the city, and there are a ton of them around.
There's a story behind that of course. Back in the old days, ships would take cats along to make sure that the rats on board stay in control. Sometimes when those ships docked, the cats would go on a liberty call ... and not come back. So it's a tradition for Kotor to host them at this point.
The problem is that people see the town as a place to dump their unwanted cats. There are no cars inside the walls, dogs aren't a problem, and tourists and residents alike will feed them. So there's a bit of a population control problem.
Once you set that issue aside, you can pay attention to the surroundings. This is a great place for a visit. The mountains are steep and beautiful, surrounding the city limits. The Walled City is fabulous, and is a UNESCO World Heritage Site. Everything receives plenty of care. The population has leveled off around 21,000 in recent years. We didn't get too far from the waterfront and the walls, but certainly enjoyed a too-brief stay.
