The tower (on the top left of the photo) was built as part of the wall system around the city, going up in the 1460s. Constantinople fell to the Ottoman Empire in 1453, and the people of Dubrovnik probably became a little nervous that their city was next on the conquest list. The Tower represents the highest point in the walled structure. The original version from 1319 was round, but the shape was altered to allowed cannons to be used more effectively. The area now hosts a cannon display.
Yes, you can climb to the top. Is it worth the 750 steps involved? That's for you to decide. But it's part of one of the best attractions in the city - a walk around it on its walls - that most find worthwhile.
